Restrict users assigning their objects to $TMP (Local Object)

Go to transaction SE06.
Following screen appears:
Click on “System Change Option”
In the “Software Component”, search for the record
“Local Developments (No automatic Transport). See the screenshot below:
Change the value from “Modifiable” to “Not
Modifiable”
Click on Save. Henceforth, the developers can’t assign any
of their objects to LOCAL. If they try to assign their objects to $TMP,
following error message appears:
